Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirement (IOR): 2152 - Air Traffic Control Series. SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of closing of this announcement, one year of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is described as the ability to provide technical expertise in all assignments involving Air Traffic Control (ATC) Terminal Instrument Procedures (TERPS) and Airfield Management (AM) oversight, evaluation and compliance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive comparative analysis abilities, gained through experience in the concepts and principles contained in manuals, handbooks, regulations and orders, and other publications pertaining to flight information publication requirements and skill in applying that knowledge to facilitate implementation of instrument flight procedures. 2. Practical working knowledge of approach procedure flyability and air traffic control policies, procedures, flight inspection requirements, geography, electronic data processing, and navigational aids characteristics in order to develop and certify instrument flight procedures. 3. Comprehensive knowledge of standard administration and correspondence practices required to manage functions such as publications, operating instructions, filing plans, etc. 4. Diverse computer experience is required to operate word processors, spreadsheets, databases, scanners, CD and tape drives, etc. 5. Ability to communicate effectively verbally and in writing. ADDITIONAL INFORMATION: Physical Demands: The work is primarily sedentary. However, TERPS work may require the incumbent to life or carry reference books, working papers, and similar items to and from conferences. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. ATC taskings may require long periods of sitting and/or standing while evaluating/observing a control tower or dimly lighted RADAR Approach Control room. Incumbent may be exposed to outside elements including heat, cold, and moisture while evaluating equipment operation and may be required to operate in close quarters to tactical equipment. Additionally, incumbent must be able to climb flights of stairs to approximately 130 feet and almost vertical ladder to gain access to some work areas. Work Environment: ATC work is performed in a Tower, Radar Approach Control or normal office setting where basic safety precautions are required. TERPs work is normally performed in a well-lighted, temperature-controlled office setting. In all facilities there is occasional noise from office equipment (e.g., typewriters, telephones, copiers, and computers).
