Job Description

To be QUALIFIED for this position, you must meet BOTH the basic requirements and the minimum qualifications. BASIC REQUIREMENTS: Applicants must have One (1) of the following: A four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. **You must submit your transcripts (unofficial/official) to be considered. Failure to submit your transcripts may result in disqualification. ** In addition to meeting one of the basic requirements, applicants MUST also meet the following grade qualification requirements below. MINIMUM QUALIFICATIONS: GS-09: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: You must have at least one full year of specialized experience equivalent to the GS-07 level in Federal service or equivalent experience in the private or public sector demonstrating the following: assisting with preparing contract solicitation and/or award documentation; purchasing supplies and/or services; assisting with contract negotiations; reviewing requisitions and/or documents to determine appropriate method of procurement. OR Education: Have one of the following types of education: A Master's Degree or equivalent graduate degree such as an LL.B. or J.D. in a related field (e.g., Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization & Management); OR 2 full academic years of progressively higher level graduate education leading to such a degree. OR Combination of Experience and Education: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of one full year. GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: You must have at least one full year of specialized experience equivalent to the GS-09 level in Federal service or equivalent experience in the private or public sector demonstrating the following: preparing statements of work and/or statements of objectives for the solicitation process; drafting contract documents to include specifications of bids and proposals; assisting in the preparation of contract modifications, cost analysis, and/or acquiring services and supplies; performing pre-award and/or post-award tasks for various actions/requirements. OR Education: Have one of the following types of education: A Ph.D. or equivalent Doctoral Degree. in a related field (e.g., Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization & Management); OR 3 full academic years of progressively higher level graduate education leading to such a degree.
