NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Vermont Air National Guard must be eligible for immediate membership. OPEN AREAS OF CONSIDERATION: AREA 1, 2 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Air National Guard. Military Grade: Enlisted: A1C/E3 through TSgt/E6 GENERAL EXPERIENCE: -Skill in collecting and analyzing data effectively, efficiently, and accurately; -Skill in applying procedures and directives by reading and interpreting program material; -Skill in presenting formal training presentations and briefings; -Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE GS-09: Must have at least one year of specialized experience, equivalent to at least the GS-9 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. Ability to apply fact-finding and investigative techniques to perform studies and analysis of data and the ability to research and analyze directive and regulations to assess their impact on current and planned operational initiatives. Skill in preparing reports and in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Knowledge of regulations, principles, higher HQ directives and guidance pertaining to determination of financial requirements using a variety of methods. Knowledge of and skill in analytical reasoning and the ability to apply that skill to the identification, analysis and resolution of financial challenges. SPECIALIZED EXPERIENCE GS-11: Must have at least one year of specialized experience, equivalent to at least the GS-9 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes knowledge of military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements. Knowledge of multiple financial and accounting systems in order to perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay).Skill in preparing reports and in organizing and delivering briefings to managers, and wing leadership to encourage understanding and acceptance of findings and recommendations. Knowledge of and ability to gather, assemble, analyze and prepare both short and long term strategy for presenting, explaining, and documenting budget requests and justifying to management officials.
