GENERAL EXPERIENCE: Must possess the following minimum experience: Experience that provided a general knowledge and under standing of traffic or transportation programs or operations. OR A bachelors or masters degree with a major in any of the following fields: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience. SPECIALIZED EXPERIENCE: Must possess 1-year specialized experience equivalent to at least the next lower grade; experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs; experience participating in the direction and coordination of traffic management functions; experience interpreting and providing routine advice on carrier tariffs and related routing guides; interpreting regulations/requirements and developing local policies to implement changes effectively; experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures; experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges; experience which involved negotiations with carriers on individual shipments or traffic movement; experience in making effective presentations both orally and in writing.
